Quran 9:81~82 (Ayah at-Taubah)

Those ˹hypocrites˺ who remained behind rejoiced for doing so in defiance of the Messenger of Allah and hated ˹the prospect of˺ striving with their wealth and their lives in the cause of Allah. They said ˹to one another˺, “Do not march forth in the heat.” Say, ˹O Prophet,˺ “The Fire of Hell is far hotter!” If only they could comprehend!So let them laugh a little—they will weep much as a reward for what they have committed.Quran: 9:81~82Surah at-Taubah (Repentance)
The name of the surah, at-Taubah is derived from ت و ب and it occurs 87 times in the Quran. Interestingly, this surah has the highest usage of the words derived from ت و ب compared to all other surahs – it is used 17 times.
In Ayat 118, occurs the case of the three companions whom Allah turned to and accepted their tawbah to Him – those who had abstained from joining the Jihad at the Battle of Tabuk.

This is the only Sūrah of the Qur’ān to which ‘In the Name of God, Most Gracious Most Merciful’ is not prefixed. Though the commentators have given different reasons for this, the correct one that which has been given by Imām Razi: namely this is because the Prophet himself did not dictate it at the beginning of the Sūrah. Therefore the Companions did not prefix it and their successors followed them. This is a further proof of the fact that utmost care has been taken to keep the Qur’ān intact so that it should remain in its complete and original form.
جن لوگوں کو پیچھے رہ جانے کی اجازت دے دی گئی تھی وہ اللہ کے رسول کا ساتھ نہ دینے اور گھر بیٹھے رہنے پر خوش ہوئے اور انہیں گوارا نہ ہوا کہ اللہ کی راہ میں جان و مال سے جہاد کریں انہوں نے لوگوں سے کہا کہ 
"اس سخت گرمی میں نہ نکلو" 
ان سے کہو کہ 
جہنم کی آگ اس سے زیادہ گرم ہے،
 کاش انہیں اس کا شعور ہوتا 
اب چاہیے کہ یہ لوگ ہنسنا کم کریں 
اور روئیں زیادہ، 
اس لیے کہ جو بدی یہ کماتے رہے ہیں اس کی جزا ایسی ہی ہے 
(کہ انہیں اس پر رونا چاہیے)

Those who stayed behind and did not participate in the Battle of Tabuk, hypocrites and weak in faith.
The proper distribution of charity. Those who speak ill of the Prophet or make fun of Allah and His Book.
The hypocrite men and women.

˹However,˺ it is not necessary for the believers to march forth all at once. Only a party from each group should march forth, leaving the rest to gain religious knowledge then enlighten their people when they return to them, so that they ˹too˺ may beware ˹of evil˺.Quran: 9:122Surah at-Taubah (Repentance)

اور یہ کچھ ضروری نہ تھا کہ اہل ایمان سارے کے سارے ہی نکل کھڑے ہوتے، 
مگر ایسا کیوں نہ ہوا کہ ان کی آبادی کے ہر حصہ میں سے کچھ لوگ نکل کر آتے اور دین کی سمجھ پیدا کرتے اور واپس جا کر اپنے علاقے کے باشندوں کو خبردار کرتے
 تاکہ وہ (غیر مسلمانہ 
روش سے) پرہیز کرتے

مدینے کے باشندوں اور گرد و نواح کے بدویوں کو یہ ہرگز زبیا نہ تھا کہ اللہ کے رسول کو چھوڑ کر گھر بیٹھ رہتے اور اس کی طرف سے بے پروا ہو کر اپنے اپنے نفس کی فکر میں لگ جاتے اس لیے کہ ایسا کبھی نہ ہوگا کہ اللہ کی راہ میں بھوک پیاس اور جسمانی مشقت کی کوئی تکلیف وہ جھیلیں، اور منکرین حق کو جو راہ ناگوار ہے اُس پر کوئی قدم وہ اٹھائیں، اور کسی دشمن سے (عداوت حق کا) کا کوئی انتقام وہ لیں 
اور اس کے بدلے ان کے حق میں ایک عمل صالح نہ لکھا جائے
 یقیناً اللہ کے ہاں محسنوں کا حق الخدمت مارا نہیں جاتا ہے

˹O believers !˺ March forth whether it is easy or difficult for you, and strive with your wealth and your lives in the cause of Allah. That is best for you, if only you knew.Quran 9:41

Quran 9:38~39

O believers ! 
hat is the matter with you that when you are asked to march forth in the cause of Allah, you cling firmly to ˹your˺ land ? 
Do you prefer the life of this world over the Hereafter ? 
The enjoyment of this worldly life is insignificant compared to that of the Hereafter.
If you do not march forth, 
He will afflict you with a painful torment and replace you with other people. 
You are not harming Him in the least. 
And Allah is Most Capable of everything.

اے لوگو جو ایمان لائے ہو،
 
تمہیں کیا ہو گیا کہ جب تم سے اللہ کی راہ میں نکلنے کے لیے کہا گیا تو تم زمین سے چمٹ کر رہ گئے؟
 کیا تم نے آخرت کے مقابلہ میں دنیا کی زندگی کو پسند کر لیا؟
 
ایسا ہے تو تمہیں معلوم ہو کہ دنیوی زندگی کا یہ سب سروسامان آخرت میں بہت تھوڑا نکلے گا 

تم نہ اٹھو گے تو خدا تمہیں دردناک سزا دے گا، 
اور تمہاری جگہ کسی اور گروہ کو اٹھائے گا، 
اور تم خدا کا کچھ بھی نہ بگاڑ سکو گے،
 وہ ہر چیز پر قدرت رکھتا ہے
