It talks about the reward of the faithful and the punishment of disbelievers. At the end it reminds the people that this message is not poetry of a poet and something made up by the Prophet himself, it is the revelation of the Lord of the worlds.

The Surah begins with the incident of a blind man (Abdullah ibn Umm Maktum) who came to the Prophet to seek knowledge, while the chiefs of Makkah were denying the message. It talks about the greatness of Allah’s message. Those who will accept this message they will benefit from it. But those who deny this message they are bringing harm to their own selves.

Quran 68:17~29

Indeed, We have tested those ˹Meccans˺ as We tested the owners of the garden—when they swore they would surely harvest ˹all˺ its fruit in the early morning, leaving no thought for Allah’s Will. Then it was struck by a torment from your Lord while they slept, so it was reduced to ashes. Then by daybreak they called out to each other, ˹saying,˺ “Go early to your harvest, if you want to pick ˹all˺ the fruit.”
So they went off, whispering to one another, “Do not let any poor person enter your garden today.”
Surah al-Qalam takes its name from the first Ayat,
By the pen and what they inscribe,” [68:1].

And they proceeded early, totally fixated on their purpose. But when they saw it ˹devastated˺, they cried, “We must have lost ˹our˺ way!In fact, we have been deprived ˹of our livelihood˺.”The most sensible of them said, “Did I not urge you to say, ‘Allah willing.’?”They replied, “Glory be to our Lord! We have truly been wrongdoers.”Quran 68:17~29 [Surah al-Qalam (The Pen)]

The Surah tells us that the message of the Prophet is not the talk of a madman.
The writings of all scriptures bear testimony to the truth of this message.

It urges people to be charitable and help the poor and needy.
The story of the people of a garden is mentioned who wished to deny the charity to the poor and they suffered the consequence in losing everything.

The Surah ends with the story of Prophet Jonah.
It urges the Prophet and through him his followers to continue this mission and not to give up in frustration.
The mission of Islam is for the whole world.

Quran 7:57~58

He is the One Who sends the winds ushering in His mercy. When they bear heavy clouds, We drive them to a lifeless land and then cause rain to fall, producing every type of fruit. Similarly, We will bring the dead to life, so perhaps you will be mindful. The fertile land produces abundantly by the Will of its Lord, whereas the infertile land hardly produces anything. This is how We vary ˹Our˺ lessons to those who are thankful.Quran 7:57~58

The basic theme of this Surah is Risalah, i.e. Allah’s message as it was sent through many messengers. Several Prophets and parts of their stories are mentioned to emphasize Prophets’ mission and their struggle with their people.
The Surah tells us that Allah’s Prophets suffered for the cause of truth.
Their enemies tried to harm them, but then Allah helped his prophets and defeated their enemies.
The Surah emphasizes that the true message must be presented under all circumstances.
After the Prophets it is the duty of the Believers to convey the message of Allah to all people.
